Justin Bieber created a traffic jam Friday when he gave an impromptu performance for fans from a balcony in Paris, France.
Armed with a megaphone, Bieber serenaded the hundreds of fans who gathered outside the Universal Music headquarters as pal Dan Kanter strummed along on a guitar.
